Civils 3rd Ranker’s Handicap Status Challenged; HC Issues Notices

Hyderabad: The Hyderabad High Court on Tuesday admitted a complaint filed against the Civil Services third ranker Gopala Krishna Ronanki who had reportedly availed of reservation under handicapped quota.

The complainant challenged the claim of Gopala Krishna as a handicapped person stating that the certificate was obtained by misrepresenting facts.

A public interest litigation (PIL) filed by advocate M. Muralikrishna from Secunderabad challenging the physical handicap status of Gopala Krishna under which he availed concession and got the third rank in Civil Services exam this year was being heard by a bench comprising Chief Justice Ramesh Ranganathan and Justice Tellaprolu Rajani.

Gopala Krishna belongs to OBC and the minimum qualifying marks for the category is 110.68. He scored only 91.34 marks. Under the physically handicapped quota, the qualifying marks are 75.34. As Gopala Krishna claimed concession under PH quota by producing a fake certificate, he got the third rank, the petitioner argued.

Gopala Krishna also availed extra time for writing the exam as a concession under PH quota, the petitioner pointed out.

The bench issued notices to the respondents that include Gopala Krishna, UPSC Joint Secretary and Secretary of Department of Personnel and Training.

The 30-year-old Gopala Krishna Ronanki, son of Ronanki Appa Rao and Rukminamma of Parasamba village of Palasa block in Srikakulam district got all-India level third rank in Civil Services-2016 exam, the results of which were announced on May 31.

Ronanki worked as a teacher in a primary school for 11 years before making it to the Civils this year.

As he had done schooling and intermediate in the Telugu medium, Ronanki chose Telugu literature as his optional in the Civils (Mains). Interestingly, he was also allowed by UPSC to appear for the personal interview in Telugu. He faced the interview with the help of an interpreter.
